There has been something of a shift in the conventional wisdom about President Donald Trump’s tariffs of late.

The president has pitched his trade policies at workers who feel left behind by globalization. But that doesn’t mean trade barriers will revive factories and close income gaps.

On Thursday, Donald Trump announced sweeping new tariffs against U.S. trading partners that will go into effect next week. The announcement came on the same day that an appeals court grappled with the question of whether Trump’s tariffs are even legal.
