I can open the csv as a recordset in ADO, but I'm not sure how I open a second connection to the Sql Server and do an insert statement between the two of them.

Good old FTP and flat file import will do the trick reliably and never take a day off. Here are the basic steps to automate an FTP download in Windows followed by a CSV insert into MS SQL Server.

Right click on the database you wish to import CSV file into and select Tasks. Then, Select Import Flat File. Select Next in the Introduction section. Select the file to import and name the table.
